Yes,  the narrator was really blind.  we come to know from the story that his eyes were sensitive only to light and darkness.

During the train journey,  the narrator made the declaration that he was ‘totally blind at the time’.  From his remark of the narrator of Ruskin Bond’s story we come to know that he was not blind from his birth.
